What Counts as CAM Cleaning?

Common area maintenance charges — CAM — are the mechanism by which commercial landlords recover from tenants the cost of maintaining shared building spaces. Cleaning is one of the most consistently included line items, but how it is structured in the CAM budget varies enough to cause disputes at reconciliation time if the original scope is not clearly documented.

In the Chandler and East Valley commercial real estate market, typical CAM-eligible cleaning includes: lobby and corridor cleaning, shared restroom maintenance, elevator cab cleaning, stairwell maintenance, and exterior entry cleaning. Tenant-suite cleaning is almost universally excluded from CAM and is the tenant's own expense.

How to Build a Defensible CAM Cleaning Budget

The most defensible CAM cleaning budgets start with a written scope of work from the cleaning vendor, not an estimate derived from comparable properties. This is because the cleaning cost for a 50,000 sq ft building with 8 restrooms, 2 elevators, and a staffed lobby is structurally different from a 50,000 sq ft building with 2 restrooms and a glass entry — even if the total leasable area is identical.

Steps to build a documented CAM cleaning budget:

1. Get a written scope of work. The scope should identify every area by name, the cleaning tasks in that area, and the service frequency. This is the document you present to tenants at reconciliation.
2. Separate common area from tenant-controlled area. If your building has any shared spaces that tenants use but that are not technically common area (a shared conference room, for example), document those separately. Their cleaning cost may or may not be CAM-eligible depending on lease language.
3. Itemize consumables. Paper products, hand soap, seat covers, and trash liners in shared restrooms are almost always CAM-eligible. Document them as a separate line or as a clearly labeled component of the cleaning contract.
4. Document day porter costs separately. Day porter coverage is sometimes challenged by tenants as not being "common area maintenance" in the traditional sense. A separate line item with a clear description of what the porter covers protects you at reconciliation.
5. Build in a buffer. CAM budgets that come in exactly at actual are rare. A 5–10% buffer on cleaning is typical and defensible in East Valley leases.
